Member and Vice Chair, Management Board of Tohono O’odham Utility Authority (2017-Present).

Member, board of directors and Secretary-Treasurer of Touchstone Energy® (2002-2008). Served on the board of directors of Ruralite Services, Inc. (2000-2013). President of the Rural Electric Statewide Managers’ Association (1997). Received the Arizona G&T Cooperatives Distinguished Service Award (2015) and the Clyde T. Ellis Award from the National Rural Electric Cooperative Association (2015).

Completed Bachelor of Science (Agricultural Education 1970) and Master of Science (Education 1985) at the University of Arizona. Member of Bobcats senior honorary and President of Sigma Phi Epsilon fraternity at the University of Arizona. Outstanding Graduate Student in the College of Agriculture (1985). Graduate, Robert A. Taft Institute of Government (1985) and the Center for Rural Leadership program (1984-1986). Certified Association Executive accreditation from the American Society of Association Executives and the NRECA Management Certification. 

Honorable Discharge from the Arizona Army National Guard (1970-1976). Taught Vocational Agriculture at Bowie, Arizona High School (1971-1973) and Marana, Arizona High School (1973-1984). Elected President of the National Vocational Agricultural Teachers’ Association (1980). Directed adult education programs at the University of Arizona and Pima Community College (1984-1988). Executive Director of the Arizona National Livestock Show (1988-1990).

Civic activities and honors include Councilman and Mayor of the Town of Marana, Arizona (1982-1989). Member of the Arizona State Board of Vocational Education (1995-1999). Selected to the Coolidge, Arizona High School Hall of Fame (2015). Public Service Award from the University of Arizona Alumni Association (2006), Alumni of the Year Award (2017) and Bear Down Award (2022). Board member of the alumni association (2005-2010). College of Agriculture and Life Sciences ALVSCE Extraordinary Efforts in Advocacy Award (2023). Represented the University of Arizona on the Council for Agricultural Research, Extension and Teaching (CARET) including service on the Executive Committee and the Budget and Advocacy Committee (2005-2019). Recipient of Lifetime Service Award to CARET (2020). President of the University of Arizona Ag 100 Council (2019-2023).

Interests in retirement include family activities, photography, travel and volunteerism.

Tom and Diana (Turley) married in 1970. They have two sons, Matthew (Jenny) and Andrew, and four grandchildren (Luke, Joshua, Casey, Ashley).
